Portugal received a score of 91 out of 100 points in the Global Expression Report (GxR) in 2021, which represented a small decrease comparing to the 93 points attained in 2019. Still, Portugal's score was one of the highest in Europe. However, in 2022, it registered a decline of four points, putting it in 15th place among European countries. In 2023, it improved its position to the 11th and had a score of 88 points. A higher GxR score indicates a more open society with greater freedom of expression.

The source adds the following information regarding the metric: "The Global Expression Report’s metric (the GxR Metric) tracks freedom of expression across the world. In 161 countries, 25 indicators were used to create an overall freedom of expression score for every country, on a scale of 1 to 100 which places it in an expression category."
