Russia received a score of only four out of 100 points in the Global Expression Report (GxR) in 2023, which was below the previous year's figure. Russia's score was one of the lowest in Central and Eastern Europe (CEE). The decline was due to increased media restrictions since the invasion of Ukraine. A higher GxR score indicates a more open society with greater freedom of expression.

The source adds the following information regarding the metric: The Global Expression Report’s metric (the GxR Metric) tracks freedom of expression across the world. In 161 countries, 25 indicators were used to create an overall freedom of expression score for every country, on a scale of 1 to 100 which places it in an expression category."
