In 2022, the German state of Lower Saxony had the largest dedicated network of walking and cycling paths along inter-municipal roads, which totaled over 14,000 kilometers in length. The smallest inter-municipal walking and cycling networks could be found in Berlin, Hamburg, and Bremen. As city-states, Berlin, Hamburg, and Bremen only have a limited inter-municipal road network, explaining the limited size of the associated active mobility network.
