As of July 2023, the Russian company Unigreen was projected to become the leading solar power energy investor in Russia under the second capacity supply agreement (CSA) for renewable energy sources (RES) by 2035. Avelar Solar Technology owned by Hevel, a joint venture between the Russian industrial group Renova and the state-owned nanotechnology enterprise Rusnano, led the ranking by realized capacity, having installed over 1.1 gigawatts (GW) as of July 2023. Overall, Russia's energy solar capacity has increased at an accelerated rate over the period from 2013 to 2022.

Under the capacity supply agreement (CSA) for renewable energy sources (RES), or ДПМ ВИРin Russian.
According to CSA 1.0, around 5.4 GW of renewable energy capacity were to be installed in Russia by 2024, of which 1.8 should have been attributable to solar energy. The solar energy targets were achieved already by 2022. Coupled with CSA RES 2.0, the country's total renewable capacity should approximate 12 GW by 2035.
The source adds that changes are possible in the implementation of certain CSA projects due to the current sanctions regime.
