As of 2021, private investment in the construction of wind farms was forecast to reach nearly 331 billion Russian rubles by 2024 under the capacity supply agreement (CSA) for renewable energy sources (RES) in Russia. Furthermore, over 201 billion Russian rubles were expected to be allocated to solar power plants. CSA RES is Russia's state program which runs in two stages from 2013 to 2024 and from 2025 to 2035. It is estimated that almost 9.5 gigawatts of power generation from renewables would be installed in the country by 2029.
