Afterward, academic freedom began to decline significantly in the country. In 2017 and 2018, the lowest index score was recorded at 0.06. As of 2023, the academic index score of Turkey stood at 0.09.

The index measures the level of academic freedom in a country based on five dimensions: freedom to research and teach, institutional autonomy, academic exchange and dissemination, campus integrity, and academic and cultural expression. Based on their rankings across these dimensions, countries are given scores from zero to one, where one indicates the highest possible level of academic freedom.
