The ability of civil society organizations to operate freely and independently is a key safeguard to liberal democracies, allowing for the monitoring and challenging of governments and public authorities. Civil society organizations, or non-governmental organizations (NGOs), are often set up to focus on issues such as civil rights, freedom of speech, and government transparency.
Hungary is the EU country with the greatest share of citizens saying that NGOs can operate free of government interference never or rarely, with almost 40 percent of respondents answering so. The country has experienced attacks on its civil society since the election of Viktor Orban as Prime Minister in 2010.
