Despite the 2020 IMO sulfur cap, the share of high sulfur fuel oil (HSFO) in marine fuel sales amounted to between 19.2 and 27.6 percent at selected bunkering locations in the first quarter of 2022. In Singapore, Panama, and Fujairah, the share of HSFO in bunker sales increased between the first quarter of 2020 and the first quarter of 2022. To comply with the 2020 IMO sulfur regulation, ships running on HSFO must use scrubbers.

HSFO stands for high sulfur fuel oil and usually contains two to three percent of sulfur, as opposed to VLSFO which can contain up to 0.5 percent of sulfur.
