The higher amount of official development assistance (ODA) granted by members of the Development Assistance Committee (DAC) between 2015 and 2022 was bilateral aid, meaning that it was granted directly from the donor to the recipient country. Multilateral aid is channeled via international agencies, and some see this as an advantage as these have a strong knowledge on which priorities to make. Moreover, it may be easier solving occurring problems with the recipient multilaterally than bilaterally. On the other hand, donors are more in control of bilateral aid and can use this to promote political as well as humanitarian goals. This may be the main reason why more than 130 billion U.S. dollars in development aid grants were bilateral, compared to just around 55 billion being multilateral.

Loans and credits for military purposes are excluded. Aid may be provided bilaterally, from donor to recipient, or channeled through a multilateral development agency such as the United Nations or the World Bank. Aid includes grants, "soft" loans and the provision of technical assistance. The OECD maintains a list of developing countries and territories; only aid to these countries counts as ODA.'
