The penetration rate was obtained by dividing the number of VPN downloads in Russia by the country's population. VPN usage in Russia surged in 2022 during the invasion of Ukraine and the subsequent blocking of various websites by the Russian government. Among them were social media platforms Instagram, Facebook, and Twitter.

The VPN download data is extracted from Google Play Store and Apple App Store using the Sensor Tower service for data in 2020 and 2021. The data for H1 2022 was extracted using AppTweak. Download data includes 45 biggest VPN providers."
