Minnesota and Massachusetts were among the U.S. states with the lowest average Home Energy Rating System (HERS) index scores of the certifications issued in 2023. That indicates that the homes for which certificates were issued that year in those states were on average more energy efficient than in states with higher scores, such as Indiana and North Carolina. Despite having an average score of 57, Texas had the highest number of homes rated by the HERS index.

In the HERS index, 150 is the worst possible score, indicating that a home is energy inefficient. A home with a score of 100 indicates meets the standards for a new home. While a score of 0 is a net zero energy home.
