Even though it is still possible to access media content online via illegal sources, a number of consumers still choose not to do so. According to an EU Intellectual Property Office survey, the main reason given (44 percent) is that consumers simply do not want to do anything illegal. This was closely followed at 43 percent by those who stated they do not trust illegal sources. 26 percent stated that the quality of legal sources is better, while 23 percent and 22 percent indicated a fear of cyberthreats and cyberfraud respectively. Interestingly, 22 percent stated that they not want to harm creators and 17 percent stated it is simply, "Not cool".

The 2022 study was conducted in the 27 EU member states and follows on from earlier editions of the Intellectual Property and Youth Scoreboard, published in 2016 and 2019. The study is based on a survey questionnaire.
