According to a 2022 study by the EU Intellectual and Property Office, there is a proportion of young people who intentionally use the internet to access media online illegally. The study found that there are differences within this demographic. For example, among those aged 15 to 17 years old, only 13 percent reported intentionally using illegal sources to access media content. However, this share climbs to 25 percent when asking those ages 18 to 21 years old. Those aged 22 to 24 similarly report a share of 24 percent illegally accessing media content online.

The 2022 study was conducted in the 27 EU member states and follows on from earlier editions of the Intellectual Property and Youth Scoreboard, published in 2016 and 2019. The study is based on a survey questionnaire.
