According to an EU-wide survey of young people’s online behavior and how it relates to intellectual property, the number of young people accessing illegal digital media content is falling. The proportion of respondents to the triannual survey stating that they do not access digital content illegally, increased from 39 percent in 2016 to 60 percent in 2022. Awareness of intellectual property online seems to have increased as the number of respondents who do not know if they had accessed illegal content has fallen from 22 percent in 2016 to just seven percent in 2022. The proportion of respondents claiming they had accessed content illegally by accident has remained constant around 12 percent, while those intentionally accessing such content has dropped from 26 percent in 2016 to 21 percent in 2022.

The 2022 study was conducted in the 27 EU member states and follows on from earlier editions of the Intellectual Property and Youth Scoreboard, published in 2016 and 2019.
