The U.S. Department of Justice's antitrust division is responsible for the enforcing antitrust law in the United States. The division has exclusive jurisdiction over criminal antitrust investigations, while it shares jurisdiction for civil cases with the Federal Trade Commission (FTC). The majority of investigations undertaken by the department since 1970 have been under the Sherman Antitrust Act. Article one of the act, the article which outlaws unreasonable restraints on trade, was the most common reason for investigations until the mid-1990s, when a wave of mergers caused a spike in the number of investigations undertaken under the provisions of article 2 of the Clayton Act, which regulates mergers between companies.
