As part of the National Low Carbon Strategy adopted by France to attain carbon neutrality by 2050, the Ministry of the Ecological Transition defined a mean annual carbon budget for the following years. Reductions of the domestic greenhouse gas (GHG) emissions by around 40, 100, and 160 million metric tons of CO2 equivalent were planned with respect to the baseline year 2015 until periods 2019-2023, 2024-2028, and 2029-2033, respectively. By 2029, the emission reduction targets by sector are: a decrease of 30 percent in the transportation sector, which is the main GHG emitter in France, a reduction of 50 percent in the building sector and a reduction of approximately 40 percent of emissions from the industry, energy, and waste sectors.
In 2019 and 2020, the annual GHG emissions from waste management in France were still above 17 million metric tons of CO2 equivalent.

The carbon budget includes emissions from mainland and overseas France, as well as emissions from air and maritime transport between the two. It does not include emissions from other international air and maritime transport.
It excludes LULUCF (Land Use, Land-Use Change and Forestry).
