The Gulf of Tonkin Resolution, or the Southeast Asia Resolution, was a joint resolution passed by the United States Congress on August 7, 1964. This gave President Lyndon B. Johnson the powers to use military force in Southeast Asia against North Vietnam without a formal declaration of war. Congress was asked to vote on the resolution in reaction to the Gulf of Tonkin incident, an alleged North Vietnamese naval attack on two U.S. warships off the coast of Vietnam on August 2 and 4. While the initial attack on August 2 is proven to have happened, historians and analysts have doubts about the reliability of reports of the second attack on August 4, which was the main pretense for the vote before congress.
Both houses of congress gave the resolution near-unanimous, bi-partisan support, with only two Democratic senators voting against. The resolution enabled the Johnson administration to escalate the war effort in Southeast Asia, with the U.S. military engaging in open warfare against the North Vietnamese military and a counter-insurgency against the Viet Cong in South Vietnam. As the conflict progressed and public opinion turned against U.S. involvement, the Gulf of Tonkin Resolution was increasingly seen as handing the President unchecked powers to wage war, for which reason it was repealed in 1970.
