The European Union (EU) member with the largest planned European social fund (ESF) budget from 2014 to 2020 was Italy, budgeting approximately 23.5 billion euros. The ESF is the primary tool used by the EU for investing in people. ESF is managed by member states with the European Commission providing supervision. "The shared strand" means the responsibility for ESF management is with both the commission and member states.
