Estonia's largest emitter is the Eesti Power Plant. The oil-fired power plant near the Russian border emitted 3.85 million metric tons of carbon dioxide (MtCO₂) in 2022. Eesti Power Plant is part of the Narva complex, which also consists of the Balti Power Plant. These two facilities are the largest oil-shale-fired thermal plants in the world.
Estonia's five biggest carbon emitters are all owned by Enefit, a public limited Estonian energy company.
