In 2022, 371 new land plots were leased to real estate developers for residential housing in Shanghai. The number of new land plot leases fluctuated significantly in the past decade. The figure dropped from 208 in 2011 to 93 in 2016, before increasing again in 2018. In China, all urban land plots are solely owned by the state, and the lease of land rights is a vital source of income for local governments in the country.
