As of 2024, at least eight U.S. states had set offshore wind capacity targets. New York had set a target of nine gigawatts to be achieved by 2035. Although with lower capacity targets, Connecticut and Rhode Island have the most short-term targets: each state aims to surpass one gigawatt by 2030.
