In 2024, the police in Japan cleared 3,376 cases of penetrative sexual assaults and 5,857 cases of indecent assaults. That year, the number of recognized rape cases amounted to over 3,930.
In 2023, amendments to the Penal Code expanded the definition of rape, which up to that point was interpreted as forced intercourse, including forced anal and oral sex, to non-consensual intercourse.

Provisions of the Penal Code were partially revised (enforced in July 2017); “rape” was redefined as “forcible sexual intercourse”, in accordance with the revision of the constitutive elements of rape. Amendments in 2023 (enforced in July 2023) redefined “forcible sexual intercourse” to “non-consensual intercourse” and raised the legal age of consent to 16 years from 13 years.
