In 2021, 65 percent users of Title X family planning service had family incomes below 101 percent of poverty, while 12 percent users with family incomes between 101 percent and 150 percent of poverty. The Title X Family Planning Program is a federal grant program which aims to provide comprehensive and confidential family planning services and preventive health services in the United States. Users with family incomes less than 101 percent of poverty qualified them for family planning services at no‑charge and users with 101 percent to 250 percent of poverty qualified for subsidized care.

A family planning user is an individual who has at least one family planning encounter during the reporting period.
The Title X National Family Planning Program, administered by the U.S. Department of Health and Human Services (HHS), Office of Population Affairs (OPA), is the only federal program dedicated solely to supporting the delivery of family planning and related preventive health care. By law, Title X funds cannot be used by centers where abortion is a method of
family planning. In six states: Hawaii, Maine, Oregon, Utah, Vermont, and Washington, there were no Title X-funded service sites in 2021.
