In 2015, the share of railway commuters on the go in Tokyo peaked around 8:00 am when 54 percent had neither still been at home nor arrived at their destination yet. By 7:00 am, already 28 percent were on the move, and by 9:00 am, the bulk of the traffic had seized.

In the survey, the Greater Tokyo Area comprised the following prefectures: Tokyo, Kanagawa, Saitama, Chiba, Ibaraki, Gunma, Tochigi, and Yamanashi. Moreover, the survey limited the area to municipalities meeting the following criteria:
Railway commute time within 120-minutes to Tokyo Station.
At least a three-percent share of commuters, but at least 500 people, working or attending school in the 23 special wards of Tokyo.
The start or end of the survey subjects' railway travel had to be within the survey area.
