In 2023, Denmark led the ranking of territories in the Global Expression Report (GxR), with a metric score of 95. Sweden, Switzerland, Belgium, and Estonia followed behind. North Korea was at the bottom of the ranking with a score of zero, followed by Turkmenistan, Nicaragua, Eritrea, and Belarus with one point each. On the GxR measure, a higher score indicates a more open society where there is greater freedom of expression.
The source adds the following information regarding the metric: The Global Expression Report’s metric (the GxR Metric) tracks freedom of expression across the world. In 161 countries, 25 indicators were used to create an overall freedom of expression score for every country, on a scale of 1 to 100 which places it in an expression category.
