Foreign aid disbursements from the United States to Ukraine began to increase slightly in 2015. Obligations and disbursements saw a significant increase in 2022 due to the Russian invasion of Ukraine. Data for fiscal years 2023 and 2024 are incomplete, but the most recent data shows more than 33 billion dollars in aid obligations from the U.S. to Ukraine in 2023.
Obligations are liabilities legally incurred and committed to be paid for by the government either immediately or in the future.
Disbursements refer to the actual withdrawal of cash from the Bureau of the Treasury due to the encashment of checks issued by agencies and payment of budgetary obligations.
