Since 2008, the at-risk-of-poverty and social exclusion rate for the country's older population has fallen considerably despite the sudden increase experienced in 2020, when it increased from 15.7 percent to 20.5 percent. In that 12-year span, the elderly passed from having the second highest rate to the lowest. However, it should be noted that the income received by the elderly population (pensions) is fairly stable, and that variations in poverty rates experienced by this group may be related to changes in the threshold of poverty more than to changes in their income.
The age group made up of people aged between 16 and 29 years experienced the opposite trend: while they had one of the lowest poverty risk rates at the beginning of the studied period (22.8 percent), between 2012 and 2021 (with the exception of 2020), they became the age group with the largest share of the population at risk of poverty and social exclusion, reaching its peak in 2015 at 38.2 percent. As of 2023, the share of population at risk for both this group and those aged bellow 16 years was above 33 percent.
