Vagit Alekperov, the former president of the oil company Lukoil, ranked second. As of April 2022, Russia's billionaires who witnessed most significant shrinkage to their personal fortunes lost a combined 109 billion U.S. dollars as a result of economic and financial sanctions imposed on Russia over its invasion of Ukraine.
