The biggest issuer in the United Kingdom (UK) was the government itself, with 22.6 billion U.S. dollars worth of green bonds issued in 2023. Although Thames Walter Utilities and DS Smith were the second and third-largest issuers of green bonds in the UK, their bond values were significantly lower than the government, at 3.5 billion euros when each combined.
