In 2022, the Netherlands spent the most of its defence expenditure on personnel with 38.84 percent. At the same time, Belgium also spent most of its expenditure on personnel with 49.5 percent. Luxembourg, on the other hand, spends most of its expenditure on equipment with 39.08 percent and spends significantly more on infrastructure that the Netherlands and Belgium do, with 11.22 percent compared to 3.35 percent and 2.67 percent respectively.
