On the other hand, a decreasing share has been spent on personnel, as it went from 49.31 percent of the total expenditure in 2014 compared to 24.11 percent in 2022. The expenditure share of infrastructure has fluctuated somewhat, ranging between 3.16 percent and 11.22 percent.
