Over the past decades, aid allocated via non-governmental organizations (NGOs) and other private bodies have come to play a more important role within development aid, as total net disbursements to these institutions from members of the OECD's Development Assistance Committee (DAC) have increased over the past 20 years. Of the five Nordic countries, Norway and Sweden allocated the highest amounts in 2021. Allocations from Denmark dropped rapidly from in 2018, but it still provides more than Finland and Iceland.

Annex 2 of the DAC Directives provides a list of INGOs, PPPs and networks core contributions to which may be reported here. This list is not exclusive.'
