In all five Nordic countries, inactivity rates were highest among young adults. Finland had the highest adolescent inactivity rate at almost 50 percent, whereas Iceland had the lowest at 25. Furthermore, while more than 25 percent of Finland's population aged 55 to 64 years were economically inactive in 2021, under 20 percent of both Swedes and Icelanders in this age group were economically inactive. Economically inactive people are neither registered as employed nor unemployed.
