In 2020, nearly two-thirds of all uninsured children (4.3 million) were actually eligible for Medicaid or CHIP and a further 11 percent were eligible for marketplace subsidies. Therefore a focus of health policy needs to be on the outreach of these already eligible children to overcome difficulties such as language barriers, administrative barriers, or lack of internet access.
