In the fiscal year 2022, correspondence delivery services accepted approximately 20 million items, decreasing compared to the previous year. Reforming its postal services in 2007, Japan introduced permits for corporations to engage in designated segments of the correspondence delivery business on which the public administration formerly had a monopoly.

The Postal Act defines correspondence as a document addressed to a specific recipient expressing the sender's intentions or notifying about facts, etc., like postcards or letters.
Under certain circumstances, corporations may receive licenses to provide specific correspondence delivery services on which otherwise Japan Post Co., Ltd. has a monopoly.
