Private investors worldwide considered national governments and regulators to be most responsible for mitigating climate change. According to a 2021 survey, 74 percent of private investors thought these actors where the most responsible, an increase compared to 70 percent in the 2020 survey. Inter-governmental organizations, such as United Nations, and companies were considered the second two most important actors for climate change mitigation.

Investors are defined by the source as those who will invest at least 10,000 euros (or the equivalent) in the next 12 months, and those who have changed their investments within the last 10 years.
