Qatar had a food-self sufficiency target of 30 percent for red meat by 2023. The country has become self-sufficient in fresh dairy, poultry, and shrimp by 2021. Among other Gulf Cooperation Council (GCC) countries, Qatar was the only country with a positive fiscal balance before the COVID-19 pandemic.
