According to a survey conducted in Europe in 2021, 34 percent of respondents believed that individuals not following rules and advice are mainly responsible for ongoing impact COVID-19 in their country. Furthermore, 16 percent said their national government’s response was the biggest cause of the crisis, although around ten percent of respondents thought no one is really to blame for the pandemic and the effects.
