During the Second World War, in 1940, the United States had the highest output of cement of any major power in the western theater, with output almost equal to that of Germany, the USSR, and Britain combined. In contrast, Germany produced the highest number of metal-working tools in 1940, which is reflective of the large emphasis placed on manufacturing by the German government during this period.
