Oil fields in New Mexico have the highest internal rate of return (IRR) of any oil and gas fields in the United States. Including subsidies, new, not yet producing New Mexican oil fields had an IRR of 60.9 percent at average 2019 prices of 64 U.S. dollars per barrel. Excluding subsidies this figure dropped to 39 percent. Gas fields in Pennsylvania had some of the lowest IRR between 8.5 and 16.5 percent depending on the subsidy status.
