Based on imports in 2020, Russia's iron and steel industry would have to pay a carbon border tax of over 655 million U.S. dollars to the European Union annually, when the tax is introduced. Other sectors that would be potentially covered by the levy are fertilizers, aluminum, and cement.
The tax, part of the environmental plan European Green Deal, is aimed at reducing emissions by levying manufacturers from countries where they do not pay or pay less for emitting carbon dioxide. The European Commission planned to gradually implement the tax under the carbon border adjustment mechanism from 2026.
