In 2021, one fifth of the 50 states in the United States were considered accessible markets for consumers wishing to own an electric vehicle. Including states with a partially accessible market, these represented half of the U.S. states. The main barriers to the accessibility of electric vehicles included the legal impediments against direct sales and higher licensing fees for electric vehicles compared to gas vehicles, as data from the Consumer Choice Center shows.

The index was divided as such:
A score of 0 signals states where electric vehicles are inaccessible to consumers.
A score of 5 signals states where consumers have a limited accessibility to electric vehicles.
A score of 10 signals states where consumers have a partial accessibility to electric vehicles.
A score of 15 signals states where electric vehicles are accessible to consumers.
