A score of 0 signals a total ban on direct motor vehicle sales from the manufacturer to the consumer.
A score of 5 signals the direct motor vehicle sales from the manufacturer to the consumer is partially legal.
A score of 10 signals the direct motor vehicle sales from the manufacturer to the consumer is legal.
