In 2020, China's third and fourth-tier cities contributed to around 44 percent of the total consumption of all prefecture-level cities, decreasing from 53 percent in 2019. The outbreak of coronavirus restrained China's lower-tier consumers' shopping power.

The city tier classification was based on 289 prefecture-level cities, including four tier-1 cities, 33 tier-2 cities, and 252 tier-3 and tier-4 cities.
