In 2018, Africa recorded the highest support for policy measures requiring all cyclists to wear helmets, based on a survey in five countries of the region. Support rates reached 87.1 percent for female-identifying respondents and 82.9 percent for male-identifying respondents. Overall, support was more important in women across regions. Divergence of opinion was the strongest in North America, which recorded a difference of 8.7 percent between policy support from women and men.
