According to the European innovation scoreboard, which measures innovation in Europe according to a variety of different indicators, Ireland had the highest score when it came to 'sales impacts' a category which measures the impact of medium to high-tech products, the export of knowledge-intensive services, and sales from innovative products.

The European innovation scoreboard provides a comparative analysis of innovation performance in EU countries, other European countries, and regional neighbours. It assesses the relative strengths and weaknesses of national innovation systems and helps countries identify areas they need to address.
"Sales impacts measures the economic impact of innovation and includes three indicators: Exports of medium and high-tech products, exports of knowledge-intensive services, and sales resulting from innovative products."
The EIS 2021 distinguish between four main types of activities, and 12 innovation dimensions, capturing in total 32 indicators."
