According to the European innovation scoreboard, which measures innovation in Europe through a variety of different indicators, Greece had the highest score when it came to 'SME innovation' in 2022, a category which measures the share of SMEs that have introduced business and product innovation to the market.

"The European innovation scoreboard provides a comparative analysis of innovation performance in EU countries, other European countries, and regional neighbours. It assesses the relative strengths and weaknesses of national innovation systems and helps countries identify areas they need to address.
Innovators includes two indicators measuring the share of SMEs that have introduced innovations on the market or within their organisations, covering both product and business process innovators.
The EIS 2021 distinguish between four main types of activities, and 12 innovation dimensions, capturing in total 32 indicators."
