According to the European innovation scoreboard, which measures innovation in Europe according to various indicators, Turkey had below average levels of innovation, relative to the European Union. The country progressed from a score of 47.7 in 2022 to 51.7 in 2023. In particular, Turkey had the highest score in the linkages and innovators categories, with 77 and 72.6 points, respectively.

"The European innovation scoreboard provides a comparative analysis of innovation performance in EU countries, other European countries, and regional neighbors. It assesses the relative strengths and weaknesses of national innovation systems and helps countries identify areas they need to address.
The EIS 2024 distinguish between four main types of activities, and 12 innovation dimensions, capturing in total 32 indicators."
