After the global COVID-19 outbreak, the University of Oxford has set up a Government Response Tracker, which analyzes the stringency to which governments around the world have responded to the sanitary crisis. Thus, the French Government was quite easy on policies at the beginning of the year 2020, reaching a high value starting in March, just as the confinement was announced. The index value decreased in June before reaching a second high in November 2020. In 2021, the COVID-19 Government Response Stringency Index did not fall below 60 until May 2021.

The source adds the following information: "This is a composite measure based on nine response indicators including school closures, workplace closures, and travel bans, rescaled to a value from 0 to 100 (100 = strictest). If policies vary at the subnational level, the index is shown as the response level of the strictest sub-region."
