The European questionnaire on Information and Communication Technologies Data reveals that there exists a disparity between the internet usage of people with a low (At most lower secondary education), medium (Upper secondary and post-secondary non-tertiary education), and high (Tertiary education) formal education level. This disparity although present in most countries, differs widely in its severity.
In 2020, 49 percent of users with low formal education on average in the European Union (EU-27) used the internet to find information about goods and services. East European countries like Bulgaria, Croatia, and Romania however rank far below this average. A higher share of users with medium or higher education tended to use the internet find information about goods and services. According to the survey 71 percent of people with a medium level of formal education and 88 percent of users with a high degree of formal education informed themselves about goods and services online across the EU-27.
